Travel is always costly over the holidays, and this year was no different despite the effects of the recession. Prices for air and train travel were considerably higher last month. But with slowing demand in January and early February, prices have dropped to their lowest point in the past 12 months. The period that starts with New Year’s and runs till Presidents Day weekend is typically the slowest time of the year for air travel, with the average tab for a round-trip, domestic flight coming in somewhere near $340, this being a savings of between 20% to 50% over the same flight during the holidays.

And if you really want to save some money, flights that leave on a Tuesday, Wednesday, and Saturday, are the cheapest you’ll find. Travelers searching through Expedia offerings will find that the more popular destinations such as New York to Los Angeles, or San Francisco to Washington, D.C., can be found for less than $300, which is 20% less than the same flights in the spring and 30% less than during the busy travel season in the summer. There is also something of a thermometer bias when it comes to the cost of travel with those people traveling from colder climates to warmer ones paying more than those flying into more chilly locales.

The bargains aren’t limited to domestic flights either. Flying to Europe is also about 50% to 60% cheaper at this time vs. the busy summer travel season, however, with fuel prices always a concern, those that fly to European destinations will pay a fuel surcharge of up to $470 for their tickets.

My take:

Well it may very well be less costly to fly at this time of the year but for many the holidays have really sapped the budget so taking off for a nice warm destination sounds good but isn’t too practical. On the other hand, those that own businesses that are very busy over the holidays often travel at this time so they might be the ones to benefit from these airline discounts.

DC Getting in the Way of Small Business Activity

Talk to small business owners and a lot of them will tell you that among the biggest problems they face going forward is the gridlock in Washington, D.C. Owner of a car dealership in Waterbury, Conn, Corey Shaker, is looking forward to 2012 after the recession took a bit out of his business. But sales are bouncing back with car owners finding that their older cars, now with considerable mileage on them after having been pushed to the max, are coming into his dealership to look for new vehicles.

On the other hand, Shaker also notes that many of his customers are still wary of making a large purchase like a car because of the uncertainty about what lawmakers might, and might not do to keep the slight uptick in the economy rolling and moving faster. Consumer confidence in an economy that thrives on consumer demand cannot be under estimated and it goes without saying that a good bit of that confidence comes from believing that there is leadership at the top and in the halls of Congress.

Political gridlock and finger pointing highlighted much of the debate in Washington regarding how to manage the economy, among other things that our elected officials seemed all-to-happy to bicker over endlessly. In doing so, some of the most pressing problems confronting the economy, and solutions for these problems, have been ignored or put on hold. And as the election rolls around, small business owners have little or no hope that things are going to change anytime soon in Washington.

In addition, particular regulations recently enacted have hit some businesses harder than others. The U.S. Department of Transportation is at the forefront of this regulation battle with its intention to put limits on the number of hours that long-haul truck drivers can spend on the road at any one time. This could mean that certain deliveries that used to be accomplished in one shift, might require two, and of course the cost associated with the longer time to market will go up as well.

Restaurant owners have also seen a decline in business as their usual clients have cut back on their dining-out budget, many of them because of now facing or having been unemployed during the recession. Michael Osborn, owner of Pie and Burger in Pasadena, Calif. is one such owner that has seen a decrease in his business of 10 to 15 percent. He cites the unemployment rate in California as a big reason for the decline in his restaurant business, though he says that his catering business is still holding steady.

Businesses operating in other areas of the country, where the employment picture isn’t quite so bleak, are fairing better. In Dickerson, N.D., where the oil exploration business is quite strong, businesses such as Gus Moos’ Baker Boy, which makes baked goods for large institutions and food services, are benefiting from the strong economic conditions in their area.

“Oil exploration, a strong farming and ranching sector, coupled with increasing strength in manufacturing will bode well for our state,” Moos said in a recent interview.

Baker Boy has recently invested more than $19 million to build an automated plant that can produce more than 30,000 cases of baked goods each week. Moos is expecting business to grow by more than 15 percent next year.

However, sentiment nationwide is still mixed and muddled with many businesses reporting that they will be hiring more workers in 2012, but many more saying that they will be very selective about bringing on new employees. If there is any progress in Washington, and the logjams are at least nudged a bit, perhaps small business owners will have reason to be more confident going forward.

My take:

Small business owners have little leeway to make a mistake so it isn’t a surprise to see that their business decisions will depend on what they see out of Washington D.C. However, it would be nice to know that lawmakers also realize the extent to which their decisions, or lack of decisions, effect every sector of the economy, especially the fragile sector where small businesses operate.

200 Granted Pardons From Mississippi Gov

Before leaving office, outgoing governor Haley Barbour of Mississippi granted 199 full pardons to a host of convicted felons serving time in Mississippi jails. Among those now free, are 14 convicted murderers. Haley Barbour has served as governor of Mississippi for eight years and is a well-known figure in national politics. He was also a favorite to run for the Republican nomination for President until he put a lid on that discussion when he declared that he would not run in 2012.

During his time in office, Barbour has granted reprieves to 20 convicted murderers, while the others pardoned under his watch were convicted of various crimes ranging from shoplifting, rape, burglary, and embezzling. Documents released by the Mississippi Secretary of State’s office show that since Barbour took office in 2004, 222 people were granted clemency.

A spokeswoman for the governor declined to comment on Barbour’s record for granting pardons while in office, which has caused something of a stir among the victim’s families. Ms. Suzanne Singletary said that among those serving life sentences and who were recently pardoned are David Gatlin, Joseph Ozment, Charles Hooker and Anthony McCray, all of whom also worked as inmate trustees at the governor’s mansion. These are inmates that get additional rights for good behavior while serving their sentences.

Gatlin is a convicted murder and was also found guilty of aggravated assault and burglary. Ozment is also a murderer, with additional convictions for conspiracy and armed robbery. Hooker and McCray were also convicted of murder. Victim’s families have expressed outrage over the pardons with some saying that they hope that the governor simply did not know all the facts of the case otherwise he simply could never have let these men free.

A lead investigator on the Gatlin case said that there was some sort of communications foul-up, with Gatlin’s relatives receiving a letter saying that he would not be pardoned and that he wouldn’t be coming up for parole again until October 2012. The next day they got a call saying that he had been pardoned.

The family  members of the victims of the crimes committed by these men have all expressed their concern and outrage over the actions of the outgoing Governor Barbour.

“Of course it is devastating,” said Mark McAbee, the nephew of one of the victims. “You know, we go through this and it’s reliving it over and over again, when I don’t think the general public has any idea of the things these convicts are doing.” McAbee also added that his mother was especially upset two years ago when she learned that Ozment, the killer of her son, had been assigned to work at the Governor’s Mansion.

My take:

Haley Barbour has always portrayed himself as a strong defender of the conservative win of the Republican Party and yet, he still pardons men convicted of the worst, most violent crimes. I wonder if he would be so quick to let these men go free if they lived next door to Mr. Barbour.

Health Spending Down During Recession

Spending on health care across the United States rose only slightly, 3.9%, in 2010 as was reported this past Monday, with many putting off such things as doctor visits and drug purchases. The recession is blamed for effecting the way in which Americans deal with health care as a part of their family budget. Overall, health spending is still a very large part of the U.S. economy, totaling $2.6 trillion in 2010, roughly 17.9% of the economy. In normal economic times, health care spending usually outpaces overall economic growth. But in 2010 the rates were similar with spending accounting for the same piece of the pie in 2009 and 2010.

Even though consumers cut back on spending for health related expenses, the slack was picked up by employers, state and local governments, and the federal government. In the three year period from 2007 to 2010 federal health spending increased by 40% to $743 billion in 2010 from $530 billion in 2007. A large portion of the growth resulted from increases in Medicaid enrollment and temporary increases in federal spending on this program due to the economic stimulus law of 2009.

A surprising aspect of the report was that increases in the volume and intensity of health care services following the passage of the Obama Administration’s landmark legislation made only a small difference in contributions to overall health spending in 2010. In years past this was not the case with big increases in spending said to come from the rise in the number of procedures and the complexity of these procedures. On the other side of the data, hospitals reported a decline in admissions and slower growth in emergency room visits and outpatient visits. Traffic in doctor’s offices also declined as did spending for doctor services.

My take:

This data would certainly fly in the face of those who told us that new health care legislation would lead to runaway spending. While it is still too early to tell, the data from 2010 would seem to tell a different story.

Where is the Bottom for the Euro

Through all of the turmoil hitting the European economy last year, the euro remained surprisingly resilient. Bond yields rose across the euro zone on the back of the debt crisis in Greece, and then Italy, with troubled financial nations needing to turn to the ECB for emergency bailouts. On the other end of the field, Germany became a safe haven for investors with German debt yields falling below zero, meaning that investors were willing to give up returns for the safety of the German government paper.

Through it all, the euro stands at approximately the same level that it was in 2007, $1.34 vs. the usd, and only slightly lower than it started in 2011. However, investors may not be so willing to hold the euro into 2012 and predictions from market pundits finds most expecting a sell-off in the currency. The ECB announced in December that it would allot $643 billion in the first tranche of its 3-year loan program to European banks to help fuel liquidity and to get the economy rolling again. And while the U.S. is showing signs of pulling out of its deep recession, the ECB bailout looks like a band-aid that won’t help cure the patient.

2011 ended on a sour note for the euro, having lost 3.6% of its value and the worst performing currency setting lows against the usd and ten year lows vs. the yen. Traders note that the number of short euro positions in the futures markets outnumbered long positions by 127,000 contracts according to the U.S. Commodity Futures Trading Commission. The previous record was 113,700 shorts vs. longs in the euro.

The biggest drag on the currency is Europe’s deteriorating growth outlook for 2012 against a modestly better U.S. economy. The U.S. is expected to grow by 2.5% in 2012 while the euro zone is expected to have little growth at all, with most forecasts hovering just above flat at 0.2%. While French and German leaders have been involved in constant talks to put together a long term fix for the debt problems, Greece remains a fly in the ointment, and there are no quick fixes on the horizon to keep the Greek economy from weighing on overall euro zone economic growth.

The debt crisis has some analysts predicting a full blown break-up of the euro zone, an eventuality that would have dire consequences for the euro.

My take:

Some of the issues now weighing on the euro have been brewing since its inception. The Greek, Italian, Portuguese and Spanish governments all used smoke and mirrors to fulfill the requirements for entry into the euro. Now, the downturn in economic activity around the world makes their fiscal problems that much more severe and that much more difficult to handle, especially when you’re talking about different countries with different interests.

Cuts in School Budgets Hurting Cultural Education

Budget cutting measures in almost every state in the U.S. have been at the forefront of tighter control over local government expenditures. Everything from athletic programs to bus schedules, and even field trips to museums and other cultural centers are being canceled by school districts everywhere in order to deal with massive cuts to education budgets. And the school kids aren’t the only ones that are missing out as museums, symphonies, and other cultural centers are finding that the loss in revenue from school groups coming to their shows is hurting their bottom line also.

Bruce H. Esterline, vice president for grants for the Meadows Foundation, notes that his organization has seen a tremendous increase in the number of requests for grants from many of this cultural institutions with many of them citing the loss in revenue from school age visitors for their need for other sources of funding to stay afloat. State legislators slashed $4 billion in general revenue from public education and another $1.4 billion in discretionary grants for many programs such as pre-kindergarten and remedial tutoring.

One school district in Dallas, Texas has tried to deal with the loss of funding for the arts by taking all of their kids in all grades on one trip to a show, or the museum, instead of booking trips for each grade as was done in the past. The Museum of Nature and Science in Dallas has also felt the impact of school budge cuts, said Linda Murdock, the director of sales at the museum. The museum has earmarked much more of its financing for scholarships now than in the past, and it has received a number of donations specifically for field trips.

However, most of this money isn’t nearly enough to cover the overall cost of keeping culture in children’s education, so in cases where the kids can’t make it to the museum, many of these institutions offer in-school programs.

My Take:

It is a shame that we have gotten to the point that education suffers the most when the economy slows down. It is a poor long term plan as the education of our children is an investment in our future, and this includes their knowledge and appreciation for the arts.

Job Recovery Finally Finds the Ladies

The recession of 2007-2009 effected all sectors of the economy, with the job market taking its share of the beating from the downturn in economic activity. And, the job loss was much greater for men than women. However, once the economy started to gain some ground, the number of men being hired far outpaced the rate for women, and according to the Pew Research Center, women actually continued to lose jobs during the first two years of the recovery.

Recent data seems to indicate that the ladies are finally starting to catch up and that the hiring trend for men and women is evening out. The Bureau of Labor Statistics, the top government agency for tracking labor data, notes that over the last three months of 2011 men and women both added somewhere in the neighborhood of 206,000 jobs. While still not enough to make a big impact on the overall unemployment rate, the new jobs added at the end of 2011 were enough to offset the job losses when the recession took hold of the economy. Overall though, women have yet to make a dent in the 1.4 million jobs that they lost since the beginning of the recession.

Unemployment rates for both men and women is about even, with women 20 and older unemployed at a rate of 7.9%. For men of the same demographic, the rate is 8%, which is a significant drop from the 9.8% level reached in June 2009. The better employment news follows on the back of data showing that the pace of job creation is finally starting to pick up momentum. December jobs reports showed an increase in non-farm payroll of 200,000 with the unemployment rate falling to 8.5%. While encouraging, these gains are still not large enough to get economists too excited.

Researchers aren’t exactly sure why women weren’t coming back onto the employment rolls sooner, but some speculate that cuts in state and local government positions could have implications.

My take:

It is important to see that the gains in employment are evening out across gender lines with so many women being vital to the survival of their households. No longer are men the only supposed bread winners so in order to see a true recovery from the recession, having both men and women back to work is a vital step forward.

The club had been in bankruptcy for a long time because of its former owner’s divorce case.
